That can’t be the same photo. You can tell that people in the background are in slightly different positions. It may still very well have been photoshopped, but it wasn’t the top photo that was altered.

From the website - a Democrat Useful Idiot doing a little PhotoShop: I think it is also important to note there was no “standing ovation” for Ambassador Yokonovich as she was leaving the hearsaying room. The photo was taken as the various members of the committee were standing up to merely leave the chamber. . . Something they do normally when the hearsaying session is over.
