Yes. However, anyone who points out how the social infrastructure of the current black community is hurting its children and failing to encourage behaviors that will make them successful is vilified. To the left and the incredibly unknowing 'know-it-alls' it just HAS to be 'racism'. To them, racism is the cause of everything.
There are plenty of wonderful moral people in the black communities of America who need help in their efforts to have safe neighborhoods and cohesive loving families who encourage and support their children. Instead of joining them and helping them, the hateful push racial division instead.
