The cartels are criminal gangs; ISIS, Al-Qaeda etc. are terrorist groups. Even though there is plenty of overlap, their motivations and operations are different. We do not help ourself by conflating different things. It's a Leftist tactic and the English language is confusing as it is.

ISIS, etc. use terrorism as does the cartels to intimidate people, cities, and states. Same as street gangs do on a neighborhood scale.

Likewise the FBI, DEA for cartel members inside America. If they can’t hand over to the President a database of all cartel members inside the US today, disband them as WORTHLESS.

There are too many federal, state, county, and local police departments, judges, criminal attorneys, private prisons, who rely on the cartels for the extra income that enables bass boats and retirement condos in Florida and Arizona.

Border politicals, construction companies, bullet proof SUV builders, boat yards, aircraft smugglers, Clintons, Obamas, would take an unsurvivable hit.
