Look, he’s explained it twice. What do you expect a professional to do, say “Even though there was no evidence proving it, I really really think the reason these people went after Trump is because they were biased”.
Let me try. Suppose I have a house to rent and I don’t want to rent to blacks because I’m a bigot. Being smart, I’ll NEVER say anything racist or write anything down or even tell anyone what I think. I’ll just find some other reason, like their credit, to not rent to blacks.
“No documentary or testimonial evidence” means no one copped to it, nothing was found in writing, and nobody ratted them out. That’s what he had to report, not his opinion or theory or guesses.

Horowitz is trying to give both Dems and Trump what they want. No “political bias” to the “origin” of Spygate while saying their was bias later.

he didn’t deny any political bias in his report. He denied any bias in the opening of the investigation, but after that...he only confirmed an unsaid bias. He confirmed an obstruction of justice and an abuse of power.
What he is saying makes sense. I think today’s testimony clarifies things. He agrees there was bias in the text messages. He doesn’t want to play mind-reader and say that the bias impacted their decisions.
But he isn’t saying that bias did not play a part. He just can’t prove it.
So the Democrat talking point that he didn’t find bias is wrong. The claim that he cleared the agents of acting on their bias is also wrong. He didn’t clear anyone of bias. He just doesn’t have testimonial or written proof that bias governed their actions. He is also on record saying that their explanations for their actions were not satisfactory.
...... They’re now .... Caught in a trap .... They can’t walk out ....
He did - he said he found bias but could not prove it was the basis - in legal terms, he knew the bias was a big part of it but since nobody fessed up, the legal definition of guilt could not be applied.....makes it hard to believe most hate crime charges can be levied as it requires mind-reading.
