I worry about this issue myself.

My apartment house has its own computer network, which is available to everyone and works fine.

However, many of the residents here are H-1B software engineers.

If the Police ever show up at my door and accuse me of downloading porn, or committing financial fraud, or transmitting classified information with my computer, I would have NO idea how to defend myself.

In practice, no, but it would not make a difference. Your ISP has logs which detail what IP you were assigned, when you used it, and where you went. You can cover that up a bit with a VPN and/or Tor, but they will still know that you were using those services, and they can be compromised as well. It takes a pretty savvy person to stay anonymous on the internet.

It is not unheard of for hackers to crack someone’s WiFi router. It can be very easy to do depending on how the wifi router is setup.

If someone did access illegal websites or download contraband while they were connected to Krugman’s wifi router, it would appear as if the illegal activity was coming from Krugman’s house. But the downloaded contraband would not be on Krugman’s devices.

Also, (less likely) if his home computer was hacked, a bad actor may be able to ‘remote control’ Krugman’s computer to relay contraband from Krugman’s computer to the hacker’s computer. In this case, the contraband may or may not be on Krugman’s devices depending on how the relay was setup.

But why would Krugman make a twitter post about it before he was cleared? That part doesn’t make any sense.

Well, it could also have been the FBI setting him up... Probably it is one of their standard operational tactics to shore up otherwise weak or non-existent case-supporting data...
