You forgot to multiply by 100 to get the percentage, not the fraction. For example, 50 out of 100, which is 50% comes out as 0.5 in a fraction.

The Chinese Government so manipulates their own employment and production numbers that no serious economist in North America / The United States takes anything they report seriously anymore. They are known to LIE. Why would anyone think they're telling the truth here? They've been under-stating the problem from the beginning and it's likely far, far worse than they're letting on.
