Here you can petition the Court for alternate service including printing the entire complaint in the legal notice section of the newspaper of general circulation in that area.

She can be served by alternate service. If she fails to respond, she can lose automatically by default judgment. The only way to set aside a default is to show a valid reason why she couldn’t be served (refusal to receive process isn’t a valid reason) AND a meritorious defense.
