Japan needs electrical energy for its people and its industries. Coal-fired electric generation is reasonably clean with smokestack scrubbing equipment and what comes out is mostly steam and CO2. Natural gas is a clean-burning fuel too. CO2 is not as bad as the greenies say it is.

No doubt these will be the most modern up to date plants
available but that isn’t good enough for the greenies.

if you had irradiated as much of their population as japan did not too long ago, you would probably be going back to tried and true, as well.

Well.....take your pick. Unicorn farts (ie wind and solar) are not going to power a modern economy. So that leaves Coal, Natural Gas/Oil, Nuclear as viable large scale power sources.

They’ve already ruled out nuclear. Coal is a lot cheaper than Oil and Gas which so.......

I've got three coal mines within walking distance of my house.
There will be no shortage of coal around here. I can pick up spilled coal off the street. LOL. And damn well I'm going to burn it. Even in the middle of August. I'm going to burn that coal out of spite for the “elites”.
