That’s what they are supposed to do by international treaty. Plague ships are to be given safe harbor and supplies, but they are to be quarantined until the disease passes one way or the other.

Yes, it makes for a more certain quarantine but those on board are as unfortunate as all the people in the area of Wutan cooped up in their homes while the Chinese go door to door looking for the infected.

I’d wager they are also using the ship as a lab to gather data on transmission and other aspects of the bug.

I would think isolation -from each other- is the first line of defense.

Not all kept aboard a tight quarters area that is the ship.

It would maybe be better to remove seemingly
unaffected people to a staged quarantine area on land with individual rooms & service before eventual final release.
