The school probably has this policy in place so that no kids will be wallflowers. If they didn’t have that policy, this mom would probably go ballistic when her daughter’s feelings were hurt because no one would dance with her. I guess the solution is to stop having the dances.
A middle school dance is being equated with rape culture???

Is the daughter upset, or is mom the one who makes it a huge issue with thoughts of rape culture issues which she as an adult is thinking about?

Schools, like any bureaucracy, are run by little Hitlers. These are losers who, on their own merits, would never be able to order anyone to do anything. However, empowered by their position in govt, they immediately abuse their authority.
Historically, there is only one solution to tyrants, large and small.

Another article said the policy includes must accept same sex dance partners. Also public schools are putting adult gang banger rapists in middle schools.
I as a Mom would have a problem with that. The only solution would be to get rid of dances.
Even in the most conservative areas of America, there are NO conservative or common sense public education school systems. Not one.
Why do they have dances in middle school? That is too young.
I do wonder if they play Red Rover today?
A junior high dance when I was a kid was a cafeteria, DJ and some chaperones, which basically stayed out of site. No rules, just a time and place. Certainly, there were expectations about behavior, but that came from parents. Didn't know how to dance? No problem, your sister taught you or there were a couple of girls at school which were always trying to teach the boys to dance. (It was the height of Disco back then). If you were a wallflower,you either stayed home or hung out with the other wallflowers, standing awkwardly in a corner.
Thinking back to those days I have really fond memories. I even got my first girlfriend at the valentine's day dance when I was in 8th grade. That quickly ended a week later when pitchers and catchers practice began after school. Baseball still dominated my mind despite rampant teenage hormones.
The next step will be you can’t say “No” when someone of your same gender asks you to dance with them.
Sure its so everyone can feel comfortable...

While the school may have no trans identifying children yet.... this creates a policy to not have their feelings hurt by cis-gender kids with no interest in dancing with them whenever they do appear.
At my daughter’s school, the senior girls had a meeting with the freshman girls and informed them if a boy from the school invited them to Homecoming they and to say yes. A bunch of us parents quickly put the kibosh on that deal, where does that stop? If the boy wants to kiss her? If the boy wants to have sex with her? Does she have to say yes? So, no. If that is how Utah wants to conduct itself, the parents need to step up.
