Probably better wording would be "Americans who have informed the IRS of their direct deposit information".
I've owed the past few years so I haven't had to fill in the bank account info on my 1040 form for a while.
The IRS can and does find your bank accounts and witholds funds if they decide you owe them. No reason why they can’t find your account when it is you getting the money. Funny how that works.
