Not really, he probably pays fees for the Student Union, clubs, intramural sports, gym, cafe, possibly other campus life stuff that he was unable to use. All the things that he could not use should be at least partially refunded to him.

Even if he didn’t access the online system he is still out of luck. The university provided a online workaround based on their website. Improvise, adapt and overcome.
