He was offering the dog treats, to try getting the animal to come to him. Perhaps to be leashed, I don’t know.
She may have seen this as the guy plotting to steal her dog.
He’s lucky her reaction was just getting nervous.
It’s messed up that she is ‘on suspension’ with her employer just because of some nasty Tweet Gossip. I guess the guy and his sister are now ‘happy’ because the girl may lose her job over this horse-sht. Karma will come their way sooner or later.
It’s wrong to offer or hold out dog “treats” to strangers dogs - This was classic two to tango situation, both wrong.
Some people are extremely scared of dogs. I was on business travel by car with my boss and a co-worker, both black men. We stopped at a garden center and were walking around when an unleashed dog approached us. My boss (6’2”) was visibly shaking, asking, pleading the woman to please come get her dog. It wasn’t even that big but it was loose. I intervened and got the dog away from him and brought it back to the owner. If you have an animal, you need to control it.

If this was reported by the msm it was just a single story on page 24 of the local section.
