Doesn’t sound like he was trying to infiltrate so much as trying to help, like a Zimmerman type- outside the LAPD hq, got dropped off and naively assumed it was the logical place to stand. It doesn’t look like he went through any effort to blend in, with insignia or patches... there are better ways to blend in, just join the Guard.
