The kind of reinvestment I could support is to give certain communities money to fund their own police force, then hold that force solely responsible for the crime in those communities.

That is simple, zero.
Society must deal with them, not government... especially not the General Government. The Federal government oversees the association between the several states, and should not involve itself as the arbiter of social ills.
I agree. Overall not as bad as my mayor. But that doesn’t justify his defunding the police.
