I thought “plantations” in that context meant not slave plantations but the general idea of a settlement of people in a new land, like the plantation of Scots in Ireland.

Rhode Island Gov. Gina Raimondo announced plans to sign an executive order Monday afternoon to remove the phrase Providence Plantations . . . Officially, Rhode Island was established as The State of Rhode Island and Providence Plantations So now they will just be: "The State of Rhode Island and".
