Yes, they can leave. HK still controls its own borders.
No, there will probably nor be any retaliation.
The PRC might actually like to get rid of them.
But, if 3 million people leave HK the real estate market will absolutely crash (Not necessarily a bad thing given the cost of housing there), and 3 million people going to the UK will cause a severe housing shortage in British cities as Hong Kongers are probably not going to want to live in a small town.
