This seems an excellent opportunity for ne’er-do-wells to send in penis photos. Bet that’s what happens.
That and more is what happened when NY tried this. I think they had to shut it down. Also, in some other state, which I don't remember, this was tried and those who filed reports were publicly exposed when the data base was hacked and were worrying about reprisal.
