President Donald Trump has signaled to Hill Republicans that he will not sign a new coronavirus stimulus package without the inclusion of a payroll tax cut, according to three sources close to the issue.
This new red line from the White House serves to illustrate the challenges that lay ahead in negotiating another Covid-19 relief package. GOP and Democratic congressional leaders are trillions of dollars apart in funding goals for the package, as well as how those funds will be spent.
Republicans have pushed for an overhaul to liability laws, which Democrats are skittish of, and Democrats are insisting on state and local funding, and enhanced unemployment benefits, which Republicans are cool to.

Payroll is a waste of time in this environment, the president needs to think in the present and not fixate on the past.

Does it? If a relief bill makes it through the Senate and there is no FICA cut then what? The Democrat bill is already $3 trillion. How much will a FICA cut add to it?

Payroll taxes are just one more disincentive for people to go to work when theyre getting $600/week in welfare on top of their unemployment benefits. Its pathetic to see all these misfits running around rioting while there are many employers who cant even hire enough people to staff their own businesses.
Even with a payroll tax cut, why would he agree to bailout states that have ordered their churches and small businesses to close? Is he ok with subsidizing tyranny?

I don’t really know why Democrats are ‘skittish’ about a waiver of liability. Trial lawyers association? This is something too unwieldy to allow lawsuits... maybe in cases of extreme negligence but otherwise who can control where a virus enters and exit any place, person or thing? Ultimately, everyone who is sued would have to sue China. I’ve seen lawsuits where a person got a rare form of cancer and sued every manufacturer of every product she ever used.
A payroll tax cut is a must if we want to get people back to work. They should simply eliminate it entirely - and I would have said the same thing 20 years ago too.
Let me see, many folks are still out of work, not getting paid, and maybe running out of unemployment, or at least running out of the unemployment increase in the last stimulus, so the folks doing better are those still getting their paychecks, and should they be the priority of another stimulus? And, of course, a payroll tax cut just adds to the deficits of social security.
I would prefer NO “stimulus”, just open the dam economy.
But if everyone insists on a “stimulus” it should be targeted to what most needs support or “stimulus” and I don’t think THAT priority is in the paychecks of the fortunate ones who still have their jobs.
And I would not give a dime to ANY major company, giving all of any “stimulus” that is to go to businesses only to small businesses of 50 employees or less.

Yes he will. The payroll cut will be stripped out by Pelosi, but it would be suicide for DJT not to sign a COVID bill. But you know this.
