The Bhopal disaster wasn’t the fault of the chemical company. They had all of the equipment, processes and procedures in place to prevent it. The culture of the people operating the plant was the fault. They were not a culture prepared to operate complex, dangerous machinery. They simply were not concerned with safety.
I know nothing about the UAE, but have known a lot of Arabs from other countries. It is not an overstatement that they believe the world works by magic; not logic or science.
I can only hope they have hired Western operators.

90% of the Expats at least in Abu Dhabi and Dubai are Indian trash, at all levels. The UAE is a de-facto Indian colony, with a few westerners, Emiratis thrown in, and a permanent slave class - Filipinos - as low-wage retail and foreign domestic workers (maids)
