Not quite: A prosecutor reviews and analyzes the evidence gathered by LEO and staff investigators, and then presents the evidence to a grand jury if the prosecutor believes that it is more likely then not that the target of the grand jury committed a crime and that a jury will convict. The grand jury then decides whether or not to indict.
