From what I can glean from the article it appears that there is some kind of state requirement for getting produce inspected before it is allowed in another part of the state. If he violated this law (and he appears to have admitted he did), and if there is some kind of penalty attached to it, then he should pay that penalty like anyone one else, no more and no less. All should be equal under the law.
