Governors don't control how their citizens vote. It doesn't matter who votes. What matter is how votes are counted. It also matters if vote fraud is guaranteed to never be successfully prosecuted.

Mandate no in person voting by having it all mail in only, sort through the ballots and secretly dispose of a few 100k Republican votes and the state flips blue.... So easy even a kennedy can do it.
