I would expect a legislature to adopt an extreme measure like this in a case like PA where the results of the popular vote either cant be determined or are clearly tainted by illegalities.
Frankly, this is what should have happened in Florida in 2000 instead of having the U.S. Supreme Court serve as the ultimate authority in the matter.

And what would SCOTUS decide? Perhaps that they will not negate the legislature because the state sets its rules for electors.
