They have delegated that authority to the Governor and the Secretary of State via statute, as all other states have.

If they're finally growing a spine, they can revoke that. The power is ultimately theirs to delegate or not.

They don’t even have to change the law.

They can just issue a joint resolution of the house and senate proclaiming they are going to disenfranchise all PA voters after an election is held and counted.

And name a slate of 20 electors to their liking.

Sure, they have the power to do that.

But absent certain, incontrovertible evidence of wholesale, systematic fraud and conspiracy...evidence that would win conviction in court...they will not do it.
