If U.S. forces, operating under the orders of the President, we’re fired upon by CIA, then we have rogue elements of the government “making war” upon the United States.

I am _not_ a fan of the CIA, but it would not be crazy for their facility security forces to fire upon intruders, particularly if no authentication of the intruders' identity was practical at the time. If they were able to authenticate the intruders were legitimate US forces, that would be another matter of course.
