The scaffolding you mentioned was constructed for the inauguration ceremony. Its construction began before Biden decided on a ‘virtual’ ceremony. I lived in the DC area and saw similar for previous inaugurations.
NPR reported on the siege blaming Trump supports before the President even gave his speech . Trump supporters we not even in the area yet .
Certain members of congress marched these people through and showed them the layout the day before this happened .They were in on the planning .
