Biden, as usual, is wrong. If there are two businesses I could patronize, one requires vaccines and/or masks and the other one doesn't - I am going to go for freedom every time. That's not even hypothetical, that's real, BTDT.
If it comes down to a choice between businesses that don't require masks or vaccines, but they do for their employees, whichever one is less restrictive and intrusive on their employees wins. This isn't hypothetical either. There's a local pizza shop that no-longer requires it's employees to wear masks. Even though their pizza is just ok, not the best available, they get my business.
Now, if by "safe environment" you mean the difference between a business that promotes open or concealed carry vs one that prohibits carry... I'm going to go for the 2A supporting safer business.
Wouldn’t be so bad if you actually had a working vaccine. I have no problems getting vaccines before I travel to South America or Africa, or Asia...but then I have a reasonable expectation that I will not get the disease I am being vaccinated against. I also have a reasonable expectation to not have an adverse side effect. Though nothing is certain either way, I find the risk acceptable, plus the diseases I am being protected against are far worse than maybe getting sick for a few days, though the risk is higher than necessary with covid since the powers that be actively fight against any treatment that doesn’t net billions to themselves and their cronies

The fact that the proposed strategy is ultimately self-defeating and a complete waste of resources does not augur well for the acceptance of these endless “mandates” that do nothing to solve the problem or end the COVID-19 Wuhan virus crisis, and are geared to virtue signaling much more than to any positive action.
TREATMENT of the disease, and CURED people out and moving through society, just like the world was before all this artificial fear porn was thrown at society, will contain and largely reduce this COVID-19 boogieman to less of a threat than influenza, and one that is unlikely to be resurgent again.
