He was arrested at 11:44 PM and booked at 4 AM. It took nearly 5 hours to book this guy? How does that work?
My guess is he was so damn drunk they had to wait until he sobered up some.

Might have depended how busy the jail was and if he was acting out. Takes longer when you don’t obey jail staff requests
