It is in no way a violation of their first amendment rights. They are not being prohibited from speaking. The veto will be upheld.
Sure they are. They are speaking up and the governor is retaliating for their doing so by vetoing money appropriated by the legislature. Clear violation of their 1st Amendment rights.
