Pa. moves closer to having a bigger role in deciding winner in presidential primaries

Legislation that could make Pennsylvania more of a player in deciding the Republican and Democratic presidential nominees moved out of the House State Government Committee on Wednesday.

The Senate-passed bill would move the commonwealth’s primary date to the third Tuesday of March in presidential election years rather than the fourth Tuesday of April, when it is currently held. That would have Pennsylvania’s primary coincide with those in Florida, Illinois, Ohio and Arizona, starting in 2024.

“Right now Pennsylvania’s primary really doesn’t matter in the scheme of national politics” for the most part, said House State Government Committee Chairman Seth Grove, R-York County.

The most recent exception was in the 2008 Democratic primary when Pennsylvania voters gave Hillary Clinton a boost at a critical time in her campaign by handing her a victory over the party’s eventual nominee Barack Obama.

“I think this puts it at a point where we’re kind of mixed with other swing states to draw more importance for our Pennsylvania voters,” Grove said. “I think it’s a good plan.”

The committee approved the bill by a vote of 16-8, sending it to the full House for consideration. The measure, sponsored by Sen. John Gordner, R-Columbia County, passed the Senate in December on a 49-0 vote.

Gov. Tom Wolf spokeswoman Beth Rementer said the governor is continuing to follow the bill as it moves through the legislature.

Grove noted that the measure may cause heartburn for legislators who also are up for election in presidential election years since without a change in law, it would move up the time frame for them to circulate nominating petitions for signatures to get on the primary ballot to over the Christmas and New Year’s holidays.

State law dictates nominating petitions are to be circulated between the 13th and 10th Tuesdays prior to the primary.

Grove indicated after the meeting that there was a willingness to look at changing that law to address that issue, which led Rep. Scott Conklin of Centre County, the ranking Democrat on the committee, to be among those who opposed the bill.

Conklin said some county election officials raised a concern about how moving up the primary date would affect the rest of the election process but with Grove’s willingness to look at changes to it, he said he would support the bill when it got to the House floor.

“My vote today was to show them that I took their concerns seriously and now I believe we’ll be able to work it out and make Pennsylvania relevant in the presidential election,” Conklin said.

Gordner has been relentless in recent years advocating for moving up Pennsylvania’s primary, saying as the nation’s fifth most populous state it should have a bigger role in presidential nomination process.

As long as red states have a proportionate voice in those early primaries, fine. But the lefts objective here is to make certain the big blue states determine who the nominees are.

Seems like one of the most reliably stolen states, so no surprise that They would want to make it more significant in deciding the winner.

All primaries should be held on the same day. Get rid of, for example, the media being able to manipulate the results by prattling on about this or that candidate building support.

Depends on the county. Our county (Westmoreland) requires mail-in ballots to be at the courthouse when the polls close, counted and reported before the precincts with in-person voting start being tabulated.

There is no opportunity to create additional votes to make up the deficit. Unlike a certain Philty city in the southeast corner of our Commonwealth.

Likewise in York County.

Our Dominion machines photograph both sides of the ballot and store the image on an SD drive. The ballots themselves remain in a locked compartment of the scanner/tabulator machines. Multiple layers of security and redundant backups.

BTW the machines are NOT connected to the Internet!
