"Decimate" is nothing more than a dramatic sounding term for "Ten percent for the big guy" with an origin in Roman Times and Matt Vespa is an idiot for using it in any article in a political context. What he might have meant to say, maybe, was "Mitch McConnell DEVASTATES Joe Biden"...
Equally preposterous but for a different reason...
