Initial reports said a one-way road, but video from the scene shows two lanes in each direction with just a yellow line down the middle. So the driver was in the wrong lane (and/or up on the sidewalk).
My first thought seeing the 20-something driver and fairly clean-cut appearance was “I wonder if he was a failed recruit?” That is probably stretching it a bit though.
