I don’t know why Biden didn’t, he could have gotten away with it.
But, officially, it’s discouraged.
This is like the episode of The Sopranos involving a gangster recently released from prison on parole named Feech LaManna. Feech, a one-time capo, tried to meddle in Tony’s business too much, so Tony set him up for a quick return bus ride to the slammer, by planting stolen TV sets in his garage, and having his parole officer magically show up just after the TVs were planted.
I contend they want to get Biden out of the White House after January 20, when Kamala can then serve 10 years in the oval office. Kamala is an idiot, but she is a useful idiot that the Silicon Valley tech giants that put her on the ticket can control.
I’m guessing that they had a deal with Joe that he would only serve 2 years and then retire, but Jill reneged on it, and now they are moving to remove him.
It is also fascinating that we have been told that the USA will hit the “debt ceiling” on January 19.
This is going to be an interesting week.

There’s at least one printer in every office. Classified documents are promulgated via email and people can print their own copies.
Count me in that group. I believe that he's intending to run again, and his puppet masters have other plans. It might also be that his puppet masters have discovered that they are not immune to radioactivity.

It wouldn’t mater if they were TS/SCI classifications they would have control numbers. Each person that has seen the doc must sign the release with the control number. If they are still in someones possession it should be easy to track.
He did not have to. He, like Hillary Clinton , knows that the law is not going to do anything about his crimes. No matter how many or what category they are. The voters love , adore, and worship him because he is just as degenerate, vile , and disgusting as they are. In other words, he is one of the gang. Now President Trump, they make up charges on a 24,7, 365 basis on an honest, decent man. His real crime? He stood up to and beat their goddess, Hillary Clinton. For doing this, he will never be forgiven.
The National Archives was doing an audit of classified documents connected to the Obama Administration. Someone started noticing that a whole bunch of documents that were checked out to the VP's office were never returned. The National Archives notified the White House attorney about the missing documents. The White House attorney told Uncle Joe. Everyone flew into a panic. In order to prevent the White House attorney from having to testify as to what took place, she quit government service. She is now Uncle Joe's personal attorney and thus can't be made to testify against Uncle Joe. Since so many people were aware of what was going on there was no choice but for Uncle Joe to fess up. They sent a team of attorneys to clean locations of classified documents so no one would send the FBI.
You will note that at only one location was the number of documents found mentioned. The other locations exposed so far don't mention how many documents. I bet there is a ton of classified information that has been found and is being covered up.
It may well have happened as you described.
However, my hunch is that the discovered documents never were sent to the national archives because they relate to the illegal and fraudulent activities of Biden and other Americans in the Ukraine throughout his tenure as Veep. Biden people wanted to maintain control of them.
And, I suspect they were discovered at the urging of deep state operatives because they are finished with Biden and ready to move on.
