Well....because they documents are accountable and "lost" is more serious than "mishandled".
When I say "accountable", that assumes procedures are followed and audits conducted. But at the TS/SCI level they're tracked whether it is (1 of 1) or (3 of 6).

What happened to inventory of classified documents? When one changes location there is a removal from inventory at it's source and the destination officially accepts it and adds it to the list. If they were sent to the VP's residence at the Naval Observatory it should be on the inventory list. Then some security person should be actually looking at the cover and checking it against the list regularly. If it wandered off then there is an investigation.
It's not run like a little library kiosk in your front yard.

Supposedly, they are supposed to be cataloged, inventoried and checked out in a secured environment, AND back in so they are always accounted for. Don’t know if there are restrictions regarding copying or scanning.
