That statement by L.G. Brandon doesn’t even make sense. It means to ban all the bullets in the magazine or it doesn’t mean anything without further information like which number of bullets.

I think there are no shortage of guns where one can manually load a round in the chamber and fire it with the magazine totally absent.

Most guns are like that. Some easier than others. Revolvers are great for that and derringers. I suppose a revolver cylinder is a magazine, though,
