Thieves drain millions off CalFresh and CalWORKs recipients’ cards, families wait and taxpayers pay

While most of the benefits on EBT cards come from federal funds, California taxpayers foot the bill to reimburse victims of theft. California has reimbursed CalWorks recipients for stolen funds for years, and in November 2021 the state became the first to do the same for CalFresh food aid recipients, after advocates sued the state.

In December, Congress approved a spending bill allowing states to use federal funds to reimburse victims of food stamp theft that happened after Oct. 1, 2022.


First California taxpayers had to pay for the state's incompentance but now all of America's taxpayers get to chip in.

doesn’t the stolen money have to go to a registered EBT goods provider? Seems like it would be easy to trace.

I don’t understand CalFresh. Tried once and had too much income but I know people who own homes and get food stamps.

The funds could be trackable if the cards offer a statement that shows each transaction not just a balance. Doesn’t mean it reveals who stole the funds. IF they were stolen or whether it’s worth the effort for scarce police resources.

EBT cards were handed out like candy during covid. Schools gave them to students.

They don’t have chips and some retailers appear to allow them to be typed in of they don’t swipe. That might even be a government requirement.

Some people may be persuaded to type them in without the physical card present, like from a photo on a smart phone, or without verification of the card user’s identity. They are pin secure but pins are not that secure which is how we got to EMV chips on credit and debit cards anyway. I suspect relatives share ebt cards and unfortunately we know elder abuse is a real thing.

I do not like the idea of the government covering theft of ebt funds unless it can be truly shown they were stolen and there’s hope of recovery through prosecution. Unless there’s an insurance mechanism in place.

The answer is you will always make too much money if you are honest. You can make minimum wage but if you work too many hours you’ll get basically nothing. It disincentives hard work and honesty with reported income. I suspect there’s a shadow cash economy that hides income and takes full advantage of the “social safety net” and, of course, the more kids you claim the more oversized the “assistance” whereas an honest minimum wage worker could starve. I recall hearing decades ago when an in law was unemployed she was counseled to claim she was separated to get benefits. I wonder whether there are gender biases in our safety net.

If waste, fraud, abuse and theft could be eliminated from the culture we’d save so much money long term.

An easy solution: END this EBT foolishness!

I am reminded of a football drill I had to participate in back in the day: “Root hog or die!”

That is what life is all about - not “FREE STUFF” paid for by the poor suffering American taxpayer!

There has to be bias. I was honest, felt weird asking for help, got none. But I see homeowners, people with ritzy cars and piles of cool stuff going in and getting free stuff. I know some people sign away to a relative to get free stuff, no clue on all the scams.

I suspect an “inside” job. These illegal aliens go to California, are given a driver’s license, registered to vote, and are immediately put on all the benefit programs. I also suspect they are also given state jobs where they can funnel money to all their buddies, including democrat politicians.

It was a tackle drill.

The Coach would put one guy in a circle of his teammates, and call one of his teammate’s number.

Guy in the center had to avoid being tackled by the guy whose number was called. No blind side allowed.

Root hog or die!

HS coaches probably can’t do that now.
