A separate registration database perhaps, but believe me your Medical Record in your EHR in your providers EMR is not being sent to the Feds. First because no EMR vendor would allow the data to be so easily extracted... Don’t believe me, go actually find the Blue Button+ (if your provider has one, and try to use it) see what you get... its comical. Secondly, if they did expose your record to ANYONE, even the federal government they would be in violation of HIPAA laws and subject to civil, criminal and punitive damages.
Being the committee who decides what codes are added to the ICD standards, does not give you access to the EHR/EMR.
It simply decides what code stands for what and gets added to the standard, like any standardizing body.
I am well aware of the coding systems, not only ICD (9, 10, 11) but also CPT and others. Had to run the system that cross referenced them for Natural Language querying of patient records, among other things to try to make sure doctors actually had accurate information.
What folks don’t remotely get is how much of your medical information is flat out plain text.
The fed doesn’t have hour EMR... Doesn’t mean there aren’t people who wouldn’t love to have it, but trust me, Cerner or Epic nor any of the other vendors are sending your information off to DC or elsewhere.

Within ICD-10 codes, there is a category known as “ICD-10-CM” codes (which are reportedly used by the CDC for tracking purposes), and this “CM” category includes the new “Unvaccinated for COVID-19” category and also the “Partially Vaccinated For COVID-19” category and the “other underimmunization status” category.
The Committee made it clear that the new codes would be used to “track” unvaccinated people. At the time of the meeting, people who had adverse reactions to a past vaccine would still be categorized as unvaccinated or partially vaccinated, even if they are physically unable to get more vaccines or boosters. The CDC implemented the new codes to track unvaccinated people in April 2022, according to a document published on a CMS federal government website.
An NIH government website states:
“ICD-10-CM diagnosis codes will tell the story of each patient encounter, describe etiologies of the disease process, explain the complications of care, provide a basis for medical necessity, support coverage for payment purposes, identify incidence of disease, and support statistical tracking for healthcare practices, as well as provide disease state information on medical practices across the continuum of care.”

You got half right - one or a few infected will spread it to the rest of the herd, with corresponding losses and the possibility of mutations, but vaccinating one or a few doesn’t spread protection to the rest of the herd. A herd infected and unvaccinated against a novel virus is more likely to produce mutations that could take out the few vaccinated. Example: bird flu taking out 60 million birds in the US (including our bald eagles), mutating to jump to other species, such as bears, minks, fox and cats

I agree with your assessment of medical records and transferability but the CDC tracks vaccine status thru registration for vaccination. When you make an appointment at one of the authorized dispensing sites, you fill out a little questionaire that states your name and address and which stipulates which vaccine you’re being given. You are given a wallet card to carry. If you go to test for covid, same data collected, and you can go to an online portal to check your results. CDC can (and does) coorelate this with voter reg records to determine not only which areas are most vaccinated, down to street level, but also which political party or ethnicities are most or least vaccinated.
The forward implications of this is insurance companies accessing this information to make determinations on whether they will provide coverage once the govt mandate to cover treatment of everyone is pulled. That is, fully vaccinated, reinfected and hospitalized - covered expenses; not vaccinated, infected and hospitalized, too bad buddy, you’re not covered (medicaid and medicare likely being the only safe havens).
Yes for the billers of services Dr’s and hospital services to health insurance to pay for services, none is shared with the states or the feds, I worked 30yrs in claims payment.
