Hawk missile systems are no longer in service and are surplus. If the Ukrainians can use them, good. You would have to pay to scrap them anyway - very expensively, it goes without saying. Much cheaper to let the Ukrainians shoot them at the Russians.

A vast number of people have hated Russia, the polity (not “all things Russia”) for centuries. Russia has been rather consistently a**h**e-ish since forever. The Soviet Union was just a special case.

It is also clear that, even with this massive "military-industrial complex," we lost -- as in losing a war to a third-world nation -- in Afghanistan and left the Taliban with an enormous cache of materiel which was funded by our "military-industrial complex," so apparently we're not as good at actually winning as we are at spending.
