This requirement is the law. The regulations were authorized by Congress under 5 U.S.C. 301, 509, 510, 515-519.
The attorney general is the chief law enforcement officer of the United States. It is certainly expected that he would obey the law in its entirety.

Face it, we could not keep the Republic. We are now into a different form of government, one likened to the Soviets of the 1930s, with one glaring exception: To the Soviets, it was clear that Stalin was the leader. In our case, some one is behind the scenes pulling the strings. Is it Obama (?), Soros (?), Blackrock (?), or some well disguised entity? Who knows?
This is not the form if governmnet that so many of us fought for.

One might even guess that the two men are somehow related in a distant way. Gee, wonder what that could be?
