Europe and the U.S. have been arguing that wealthier emerging economies such as China and Saudi Arabia should also give money to the fund. Hoekstra said that what is true for the European Union and North America should be true for any country in a position of economic and geopolitical strength.
“And that means driving down emissions and doing your fair share in covering the bill for those who cannot,” he said.
Given the magnitude of the problem, “every single country with the ability to pay and the ability to contribute should contribute,” he said.
A statement issued by China’s environment ministry did not address the climate fund for poor countries. It said that Ecology and Environment Minister Huang Runqiu told Hoekstra that he is looking forward to working with the EU for a successful U.N. climate meeting. Success would help build a fair, reasonable, cooperative and win-win system to address climate change, he said.

China is facing probably the worst economic crisis of any nation in history. Their growth at any cost economy has resulted in non-economic fast rail systems and arguably the largest highway to nowhere build-out in history. They are heading for de-industrialization and the lights going out. Building coal plants is probably the last big save-the-economy investment that makes any sense and if they don’t do it then if the oil stops flowing the Chinese people will be sitting in the dark and starving. This is a recipe for people rioting and that scares the government more than anything. They will continue building coal plants for the foreseeable future and NOTHING will stop that.
Still in pursuit of a non-existent problem, one that cannot be solved. It was never about the “climate,” it was always about taxation and control.
That’s right. Shake down China for $$$$! Just don’t take an IOU.

At best, they’ll toss a few bucks to a “climate fund” for poor countries, keep right on building them and laugh at the stupidity of westerners.
China built 100 new coal plants last year.
