The Local Government Revenue Recapture Act, is a law that allows cities, counties, and the state’s hundreds of different taxing bodies to “reacapture” their “lost” revenue [tax appeals] and also to shift the higher tax burden from the disappearing business property taxes to home owners, causing a near 30 percent jump in some cases in the burden on the state’s families.
The act allows state taxing bodies to take the amount they “lost” to appeals refunds, total that up, and then just raise taxes that amount, effectively nullifying the appeals decisions and acting as a yearly new stealth, backdoor tax hike.

Well explained. Taxes revenues are falling. Coffers are dwindling which absolutely will not be allowed. But you must understand the goal of the “Progressives”. “You will own nothing and you will be happy”.
Just think of those who cannot pay the extra in RE taxes and cannot sell on the open market; underwater or no buyers. The county seizes the property for non payment of taxes and sells at auction to Blackrock, Vanguard or some such entity with lots of cash. These investment firms then get a return on their investment by renting it out prolly to the very folks they bought it from. Win-win.
Looks like the Jackal (Newsom) will need to incorporate some of these tax initiatives to reduce his $100 billion shortfall.

But, I have no idea what J.B. has on his menu at the executive mansion; perhaps you can contact his office and make that inquiry. But, I’m sure he piles his plate high, with whatever it is. And it may very well be pudding.
I hear you. They automatically associate the entire state with Chicago. They are two very different animals.
At some point people simply have to not pay this illegal taxes. It’s getting to the point where the state can confiscate anything…all in the name of the “common good”.
If Illinois could get rid of Shitcago they may have a chance…
