No. This eases entrance.

Maybe...maybe not. It applies to all non-EU citizens,not just Brits. But OTOH you'd think they might have special rules for Brits given their proximity to mainland Europe and other factors. The US and Canada have agreements making it easier for their citizens to travel from one to the other so it's not unprecedented.
So it could be punishment...to a degree.

Not really - these are the same rules that the US has for non-US citizens/residents who travel to/from the States.
Since the UK is not part of the EU, they would need to follow these rules when they enter/leave an EU member country
