There was a point when some government agency declared school buses would have seatbelts and if any kid unbuckled when the bus was in motion the motor would shut off. As you could imagine, the motors got shut off so frequently the whole thing was killed. The EU is the same ridiculous design. Ukraine confronts two deficits that cannot be remedied for at least one year — 1) lack of trained manpower and 2) lack of ammunition, air defense and reliable combat vehicles. Russia enjoys a clear tactical advantage on both counts.
