Because lots of people live in RVs and travel the country. South Dakota is a favorite place for people to establish a residence to register vehicles, obtain mail, pay taxes, and do those things which require an address.

South Dakota benefits a significant amount by attracting this group, who also happen to be freedom loving types.

Many of the full time RV’ers already receive their mail via an address from the escapees club (which also has addresses in Texas and Florida).
