“Not if it was voluntary.”

The reason the military code of justice does not allow sex between the ranks is because the situation is not “voluntary” if the senior rank is having sex with a junior rank. It’s considered coercive. To avoid any possibility of coercion the code forbids it. The same should hold true if one is a prisoner and the other is a guard. Also, the same as between teacher and student.

Military-one can send a junior off to war so the backdoor stuff is prohibited.
Jails-no one dies.
Schools-a good way to get an A.
