There are some Neo-soviets on this thread contributing with nothing.
They just love to show their disdain for Judeo-Christianity and western patriotism. They also show their adoration for permanent never-ending wars as they support the Kremlin deep-state warmongering apparatus invading and annexing territories all over. They never denounce Russia’s attacks on Ukraine, Georgia, Crimea... because they need the war to go on for ever.
They never denounce the fact that Russia has allied itself with North-Korea, The Islamic State of Iran, Cuba, Venezuela, Nicaragua, Belarus, China... - all Americas enemies, all communists and or ultra-islamic.

They are sick people, but that’s alright... because God will pardon them in the end (if they repent).

There’s a lot to be said for Apparatchik and USA-FRANCE as the same poster/Troll. They’re even supporting each other on this thread.

I never thought about that, but it’s a good point. They do have similar posting styles and the same warm, sparkling < /s> personalities.

the 10-12 hardcore Zeepers could actually be a half-dozen sleepers using multiple IDs. USA-France’s posting history shows a long lull, picking back up in earnest a little over a year ago. Being a foreigner and all, I’ll forgive you for not knowing how our system works. None of those “memoranda” or “agreements” were ever ratified by the US Senate. They aren’t worth a warm bucket of p***. On top of that, the Budapest thing is a bill Clinton promise, even more worthless than that bucket of p***.

The President can enter the United States into an international agreement with other countries without asking the Senate to approve anything. But the agreement is considered an executive agreement and is not officially a treaty. But the terms in an executive agreement can still be binding between the two parties under international law.

There is also a precedent:
United States v. Pink (1942) states that an executive agreement can hold the same legal status as a treaty.
