I understand the cash flow into the Clinton Foundation has dropped off, so this might be an attempt to get it going again with no real expectation of being the nominee.

Hillary won’t “run” again, but she would rule. If she had to be America’s first President in a motorized, life-support scooter - she’d take the job. If she had to be like Star Trek’s “Captain Pike”, blinking “Yes” or “No” orders, she’d do it.
