U.S. Military Has Started Recalling Retirees Due to Recruiting Crisis

he U.S. Army Publishing Directorate released the ALARACT 017/2024, titled, “Utilization of the Army Retiree Recall Program.”

The document cites Executive Order 13223 from the Bush administration in 2001.

A retiree recall is a “retired Soldier who is ordered to active duty (AD) from the Retired Reserve or the retired list under 10 USC 688/688a, 12301(a), or 12301(d). Per AR 601-10, Recalled retiree Soldiers must be aligned to a valid vacant AC requirement that matches the grade and skill of the retiree before he or she may be recalled to AD,” according to the document. “The retiree population will be utilized as a last resort to fill Active Component vacant requirements.”

The ALARACT 017/2024 comes as the U.S. military is experiencing a recruitment crisis.

The U.S. Army recently announced that it is cutting thousands of positions. Authorized troop levels will now be an estimated 470,000 by fiscal year 2029, down 24,000 from its 494,000 soldiers.

“While making these investments and adding formations, the Army must also reduce force structure to protect readiness in light of decreased end strength. The Army is currently significantly over-structured, meaning there are not enough soldiers to fill out existing units and organizations. Army leaders seek to have at least 470,000 soldiers in the Active Component by FY29, which is nearly 20,000 above the current end strength but a reduction of about 24,000 authorizations compared to currently planned force structure,” the report states.

It added that the Army is “undertaking a similarly important transformation of its recruiting enterprise so that it can man units sufficiently, continue to bring the right types and amounts of new talent into the Army, and rebuild its overall end strength.” Noting the ongoing recruitment failure within the U.S. military, the document noted, “The Army must solve its recruiting challenges to successfully transform for the future.”

Retired officers have always been liable to call back

We're not talking about the retired list, which has been in place for decades. We're talking about the Army, starting in March 2024, will begin implementation of the retiree recall program to fill critical vacancies. I don't know why you're in denial over this. It's written in black and white in the link I sent you.

If it's any consolation, if they do decide to recall you to active duty, "Retirees may be released for poor performance."

Welcome back soldier. Now before we begin to get you back into physical shape, you need to know that some things have changed. Well, a lot of things to be honest with you.

For instance, just because a soldier looks like a male or female, that does not mean that they "really" are, but we have rules and guidelines on how you must handle this situation.

To get you started, here is a list of changes that will help you become used to the Brave New Wokelitary you can be proud (as in rainbow "Pride") if you have what it takes to be conform to the new standards:

such as the head of the US Space Force unit being fired and put under investigation for criticizing Critical Race Theory,

while the US Army is teaching officers at the Command General Staff College at Fort Leavenworth that white people can’t experience racism. The definition of racism is taught in an elective course called “Race and Gender in U.S. Military History” which is available for up to 32 students each year. The course also defines gender as “a set of socially constructed characteristics, such as norms and behaviors, typically associated with being masculine, feminine, androgynous, or other.” “The Command and General Staff College is at the forefront of building Army leaders ready to fight and win our nation’s wars,” Camara told American Military News.

Then though in a somewhat personal civilian incident, a New Jersey mother was reported to local police by a U.S. Army Lt. Col because she criticized her child's elementary school for displaying posters in the hallway about sexual preferences. U.S. Army Lt. Col. Christopher Schilling also used his military title to engage in an email thread with U.S. Air Force Major Nathanial Lesher, who assured Schilling that he would forward his concern to North Hanover Township Police Chief Robert Duff "for awareness." Joint Base McGuire-Dix-Lakehurst confirmed that it notified law enforcement about the exchange as part of "common information-sharing practice among law enforcement entities."

The last time this came up on FR, I looked at the AF criteria. Age: 60 was the max age. You still had to pass all the physicals, and fitness requirements. Fat chance there and I mean fat!

If you are retired and collecting your mailbox money, you get called back up, you then can’t maintain standards, they discharge you (maybe in some cases dishonorably), would you then collect your previous retirement? or is this a way to stop paying some?

This site says voluntary and 1 to 2 years.

“All of the recalls will be voluntary, and commands can request either specific retired soldiers to return to active duty, or issue requests to fill particular positions. The Army expects most of the recalls to last for one to two years, and two to three years for retired aviators.”

Reserve Retirement - Compensation

Gray Area Retirees

Gray Area Retirees are members who served in the Guard or Reserve, are qualified for retired pay, and have retired from their service (stopped drilling) but are not yet at the age where they can start receiving retired pay.

The time between their retirement from the service and the date when they are eligible to begin receiving retired pay is the “gray area.” The “gray area” applies even if the member is in the Retired Reserve.

Your age doesn't matter. According to the document, "Personnel of all grades are eligible for retiree recall to Active Duty (AD). There is no age limitation, although personnel older than 70 are not normally recalled."

Your physical condition may prevent you returning to active duty. You will be required to meet Army medical fitness standards. According to the document, "A current (within the past 12 months) periodic health assessment, separation health assessment, or retirement medical examination is required.”

I’m ready to go, if they they take my 6 years (USMC July 1951-July 1957) and add back-pay and reenlistment bonuses for the intervening 67 years...

Also, I keep my retirement annuity and social security...
