It should be built below ground level, as deep as possible, and the subways should all be rerouted to go right by it. Not through it, like the world trade center, but beside it. Make sure their sleep is just as punishing as being without sunlight

Per wiki...Silivri (Marmara) Prison in Istanbul is the world's largest prison. Capacity is 11,000...but holding near 16,000 (22,781 in 2019!!!). (It's not the Billy Hayes/Midnight Express prison).

The 40-floor tower which will house 1,000 prisoners will be located on the grounds of the former Manhattan Detention Complex. 1,000 inmates is not a large prison, and certainly not a "Mega-Prison". Rikers Island holds 15,000 inmates, and is a far larger site. It might be the tallest, but nowhere near the world's largest. It's not even close the New York's largest.
